I don't really think of it that way. You can still like the person you're giving giri choco to, it's just that you don't have any romantic feelings towards them.
We're students from Hope's Peak, though. The only ordinary person is me and the others really excel at what they do. In Kirigiri-san's case, it's being a detective. She's a great detective and I don't really see why she isn't supposed to do police stuff.
